含有豐富蛋白質(zhì)、脂肪、維生素和礦物質(zhì)等營(yíng)養(yǎng)物質(zhì)的牛奶被譽(yù)為“白色血液”,是古老的天然飲料之一,也是人體鈣的重要來(lái)源。作為健康中國(guó)、強(qiáng)壯民族不可或缺的產(chǎn)業(yè),奶業(yè)的發(fā)展惠及廣大人民群眾,國(guó)家多次對(duì)奶業(yè)振興發(fā)展作出重要批示。
奶業(yè)振興:發(fā)展質(zhì)量、效益和競(jìng)爭(zhēng)力并重
《全國(guó)奶業(yè)發(fā)展規(guī)劃(2016-2020年)》明確奶業(yè)發(fā)展戰(zhàn)略定位,提出到2020年,奶業(yè)現(xiàn)代化建設(shè)取得明顯進(jìn)展,現(xiàn)代奶業(yè)質(zhì)量監(jiān)管體系、產(chǎn)業(yè)體系、生產(chǎn)體系、經(jīng)營(yíng)體系、支持保障體系更加健全。
2018年印發(fā)的《關(guān)于推進(jìn)奶業(yè)振興保障乳品質(zhì)量安全的意見(jiàn)》,明確了奶業(yè)振興的目標(biāo)任務(wù):到2020年,奶業(yè)供給側(cè)結(jié)構(gòu)性改革取得實(shí)質(zhì)性成效,奶業(yè)現(xiàn)代化建設(shè)取得明顯進(jìn)展。到2025年,奶業(yè)實(shí)現(xiàn)全面振興,基本實(shí)現(xiàn)現(xiàn)代化,奶源基地、產(chǎn)品加工、乳品質(zhì)量和產(chǎn)業(yè)競(jìng)爭(zhēng)力整體水平進(jìn)入*行列。
同年,九部委聯(lián)合印發(fā)《關(guān)于進(jìn)一步促進(jìn)奶業(yè)振興的若干意見(jiàn)》,要求以實(shí)現(xiàn)奶業(yè)全面振興為目標(biāo),優(yōu)化奶業(yè)生產(chǎn)布局,創(chuàng)新奶業(yè)發(fā)展方式,建立完善以奶農(nóng)規(guī)模化養(yǎng)殖為基礎(chǔ)的生產(chǎn)經(jīng)營(yíng)體系,密切產(chǎn)業(yè)鏈各環(huán)節(jié)利益聯(lián)結(jié),提振乳制品消費(fèi)信心,力爭(zhēng)到2025年全國(guó)奶類產(chǎn)量達(dá)到4500萬(wàn)噸,切實(shí)提升我國(guó)奶業(yè)發(fā)展質(zhì)量、效益和競(jìng)爭(zhēng)力。
2019年1月3日,《中共中央國(guó)務(wù)院關(guān)于堅(jiān)持農(nóng)業(yè)農(nóng)村優(yōu)先發(fā)展做好“三農(nóng)”工作的若干意見(jiàn)》提出,實(shí)施奶業(yè)振興行動(dòng),加強(qiáng)奶源基地建設(shè),升級(jí)改造中小奶牛養(yǎng)殖場(chǎng),實(shí)施嬰幼兒配方奶粉提升行動(dòng)。此外,在日前發(fā)布的《關(guān)于促進(jìn)鄉(xiāng)村產(chǎn)業(yè)振興的指導(dǎo)意見(jiàn)》中,同樣再次提到了推進(jìn)奶業(yè)振興。
品牌化特征凸顯,加快參與化貿(mào)易
從當(dāng)前我國(guó)的奶業(yè)產(chǎn)品消費(fèi)現(xiàn)狀看,化、低溫化產(chǎn)品需求旺盛。由于消費(fèi)能力提高,低線市場(chǎng)增長(zhǎng)快、品牌觀念增強(qiáng),農(nóng)村也開(kāi)始注重產(chǎn)品品牌。但也正是因?yàn)槿绱?,品牌意識(shí)增強(qiáng)與品牌認(rèn)知度低之間的矛盾,使得低線城市雖然消費(fèi)能力增強(qiáng),但是卻出現(xiàn)了更偏好國(guó)外品牌的尷尬局面。而電商渠道乳制品銷售增長(zhǎng)迅猛,也對(duì)奶業(yè)發(fā)展提出了新的要求。
與此同時(shí),隨著中國(guó)自由貿(mào)易化程度提高,推動(dòng)了乳企加快參與化,促使乳制品貿(mào)易快速發(fā)展。“一帶一路”倡議發(fā)展提高了我國(guó)乳企與沿線國(guó)家的乳制品貿(mào)易投資合作的機(jī)會(huì),日前,蒙牛集團(tuán)就與烏拉圭乳業(yè)巨頭簽訂了合作協(xié)議,未來(lái)兩家企業(yè)將就乳制品的相關(guān)貿(mào)易開(kāi)展多項(xiàng)合作。中新和中澳自貿(mào)協(xié)定簽訂對(duì)我國(guó)乳制品進(jìn)口影響業(yè)比較大,我國(guó)將提高從兩國(guó)進(jìn)口乳制品的數(shù)量,且進(jìn)口價(jià)格將更趨于合理。
《報(bào)告》指出,未來(lái)中國(guó)乳品在國(guó)內(nèi)市場(chǎng)上呈現(xiàn)出如下特征:乳品消費(fèi)升級(jí)加快,產(chǎn)品結(jié)構(gòu)不斷升級(jí);產(chǎn)品質(zhì)量監(jiān)管趨嚴(yán),產(chǎn)業(yè)鏈聯(lián)系更緊密;企業(yè)兼并重組加快,行業(yè)集中程度提升;進(jìn)口量將繼續(xù)增長(zhǎng),向深加工產(chǎn)品傾斜;“少子老齡化”加劇,服務(wù)消費(fèi)成主流。在市場(chǎng)化發(fā)展方面則呈現(xiàn)出如下特點(diǎn):進(jìn)入品牌打造階段、品牌化進(jìn)程加快。
行業(yè)發(fā)展新動(dòng)能:依托高新技術(shù)智能化生產(chǎn)
顯而易見(jiàn),奶業(yè)在國(guó)內(nèi)環(huán)境內(nèi)的競(jìng)爭(zhēng)愈加激烈,在《關(guān)于進(jìn)一步促進(jìn)奶業(yè)振興的若干意見(jiàn)》也曾明確我國(guó)全面推進(jìn)奶業(yè)振興需要從以下幾個(gè)方面入手:加快確立奶農(nóng)規(guī)模化養(yǎng)殖的基礎(chǔ)性地位;降低奶牛飼養(yǎng)成本;提高奶牛生產(chǎn)效率;做強(qiáng)做優(yōu)乳制品加工業(yè);促進(jìn)養(yǎng)殖加工融合發(fā)展;提升乳品質(zhì)量安全水平;推動(dòng)主產(chǎn)省(區(qū))實(shí)現(xiàn)奶業(yè)振興;大力引導(dǎo)和促進(jìn)乳制品消費(fèi)。而這些,都在一定程度上要求奶企,乃至是奶業(yè)產(chǎn)業(yè)鏈上下游均在尋求新的發(fā)展突破點(diǎn),力求在市場(chǎng)浪潮中更具核心競(jìng)爭(zhēng)力優(yōu)勢(shì)。
國(guó)家全面推進(jìn)奶業(yè)振興,在另一層面也意味著監(jiān)管力度的增強(qiáng),質(zhì)量安全要求進(jìn)一步提升,據(jù)《報(bào)告》顯示,我國(guó)乳制品抽檢合格率連續(xù)數(shù)年高達(dá)到99%以上,質(zhì)量安全水平為歷史好時(shí)期。依托大數(shù)據(jù)、云計(jì)算、智能化、物聯(lián)網(wǎng)等新技術(shù),伊利、蒙牛、光明乳業(yè)、君樂(lè)寶、飛鶴等已全面升級(jí)乳業(yè)生產(chǎn)智能化水平。
此外,展會(huì)作為行業(yè)發(fā)展風(fēng)向標(biāo),能夠讓大家充分了解行業(yè)發(fā)展趨勢(shì)、新科研成果等信息,是重要的交流、合作、洽談、貿(mào)易綜合平臺(tái)。7月12-15日,2019中國(guó)奶業(yè)大會(huì)將在天津梅江會(huì)展中心舉辦,不妨多加關(guān)注。
