農(nóng)機(jī)企業(yè)如何走好穩(wěn)增長(zhǎng)的發(fā)展之路

導(dǎo)讀:2022年我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展總體要求和政策取向的一個(gè)鮮明特點(diǎn),就是在“著力穩(wěn)定經(jīng)濟(jì)大盤,保持經(jīng)濟(jì)運(yùn)行在合理區(qū)間,保持社會(huì)大局穩(wěn)定”中爬坡過(guò)坎、行穩(wěn)致遠(yuǎn),實(shí)現(xiàn)在高基數(shù)上的中高速增長(zhǎng)。一個(gè)“穩(wěn)”字,給各行各業(yè)傳遞出明確的發(fā)展信號(hào)——要把穩(wěn)增長(zhǎng)放在更加突出的位置,作為今年發(fā)展任務(wù)的目標(biāo)基調(diào)。作為機(jī)械制造產(chǎn)業(yè)的農(nóng)機(jī)企業(yè),如何在復(fù)雜多變的內(nèi)外部環(huán)境中、激烈的市場(chǎng)競(jìng)爭(zhēng)中聚焦“穩(wěn)”的發(fā)展速度、實(shí)現(xiàn)“增”的發(fā)展質(zhì)量

  【農(nóng)機(jī)網(wǎng) 編輯視角】 2022年我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展總體要求和政策取向的一個(gè)鮮明特點(diǎn),就是在“著力穩(wěn)定經(jīng)濟(jì)大盤,保持經(jīng)濟(jì)運(yùn)行在合理區(qū)間,保持社會(huì)大局穩(wěn)定”中爬坡過(guò)坎、行穩(wěn)致遠(yuǎn),實(shí)現(xiàn)在高基數(shù)上的中高速增長(zhǎng)。一個(gè)“穩(wěn)”字,給各行各業(yè)傳遞出明確的發(fā)展信號(hào)——要把穩(wěn)增長(zhǎng)放在更加突出的位置,作為今年發(fā)展任務(wù)的目標(biāo)基調(diào)。作為機(jī)械制造產(chǎn)業(yè)的農(nóng)機(jī)企業(yè),如何在復(fù)雜多變的內(nèi)外部環(huán)境中、激烈的市場(chǎng)競(jìng)爭(zhēng)中聚焦“穩(wěn)”的發(fā)展速度、實(shí)現(xiàn)“增”的發(fā)展質(zhì)量,顯得尤為重要和關(guān)鍵。
 
  把準(zhǔn)穩(wěn)的態(tài)勢(shì),堅(jiān)定增的信心據(jù)農(nóng)村農(nóng)業(yè)部數(shù)據(jù),2020年,全國(guó)農(nóng)作物耕種收綜合機(jī)械化率達(dá)到71%。三大糧食作物中,小麥耕種收綜合機(jī)械化率穩(wěn)定在95%以上,水稻、玉米耕種收綜合機(jī)械化率分別超85%、90%,基本實(shí)現(xiàn)機(jī)械化。面對(duì)我國(guó)農(nóng)業(yè)生產(chǎn)已進(jìn)入機(jī)械化為主導(dǎo)的新階段,農(nóng)機(jī)企業(yè)更應(yīng)站在我國(guó)發(fā)展進(jìn)入新發(fā)展階段的歷史方位,從“開(kāi)啟全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家、向第二個(gè)百年奮斗目標(biāo)進(jìn)軍新征程”、“中國(guó)經(jīng)濟(jì)發(fā)展長(zhǎng)期向好的基本面沒(méi)有變,經(jīng)濟(jì)韌性強(qiáng)、潛力足、回旋余地大的基本特征沒(méi)有變,經(jīng)濟(jì)持續(xù)增長(zhǎng)的良好支撐基礎(chǔ)和條件沒(méi)有變,經(jīng)濟(jì)結(jié)構(gòu)調(diào)整優(yōu)化的前進(jìn)態(tài)勢(shì)沒(méi)有變。”等一系列具有戰(zhàn)略性的發(fā)展判斷中,抓住我國(guó)經(jīng)濟(jì)穩(wěn)中求進(jìn)、穩(wěn)中向前的戰(zhàn)略機(jī)遇和多種利好條件下農(nóng)機(jī)行業(yè)發(fā)展的希望,固本強(qiáng)基實(shí)現(xiàn)持續(xù)穩(wěn)定發(fā)展。更應(yīng)站在全局高度準(zhǔn)確把握構(gòu)建新發(fā)展格局,在《“十四五”全國(guó)農(nóng)業(yè)機(jī)械化發(fā)展規(guī)劃》明確提出“到2025年,全國(guó)農(nóng)作物耕種收綜合機(jī)械化率達(dá)到75%,糧棉油糖主產(chǎn)縣(市、區(qū))基本實(shí)現(xiàn)農(nóng)業(yè)機(jī)械化,丘陵山區(qū)縣(市、區(qū))農(nóng)作物耕種收綜合機(jī)械化率達(dá)到55%”、“展望2035年,主要農(nóng)作物生產(chǎn)實(shí)現(xiàn)全過(guò)程機(jī)械化,農(nóng)業(yè)生產(chǎn)基本實(shí)現(xiàn)機(jī)械化全覆蓋。”的目標(biāo)中,看到我國(guó)農(nóng)機(jī)行業(yè)未來(lái)的旺盛內(nèi)需潛力和廣闊市場(chǎng)空間,堅(jiān)定發(fā)展信心,找準(zhǔn)實(shí)現(xiàn)自身銷量增長(zhǎng)、收入增長(zhǎng)、效益增長(zhǎng)、貢獻(xiàn)增長(zhǎng)的著力點(diǎn),實(shí)現(xiàn)企業(yè)平穩(wěn)可持續(xù)發(fā)展。更應(yīng)完整、準(zhǔn)確、全面貫徹新發(fā)展理念,將“創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享”的發(fā)展理念融入到企業(yè)經(jīng)營(yíng)管理的各發(fā)展環(huán)節(jié),以理念為先導(dǎo),深入開(kāi)展管理創(chuàng)新、技術(shù)創(chuàng)新、產(chǎn)品創(chuàng)新、營(yíng)銷創(chuàng)新、模式創(chuàng)新等創(chuàng)新活動(dòng),不斷提升企業(yè)核心競(jìng)爭(zhēng)力,不斷增強(qiáng)企業(yè)發(fā)展的生存力、競(jìng)爭(zhēng)力、持續(xù)力,自立自強(qiáng)的做好企業(yè)經(jīng)營(yíng)發(fā)展各項(xiàng)基礎(chǔ)性、長(zhǎng)遠(yuǎn)性工作,在我國(guó)農(nóng)業(yè)機(jī)械化全程全面高質(zhì)高效轉(zhuǎn)型升級(jí)中優(yōu)化戰(zhàn)略路徑、贏得發(fā)展主動(dòng)、實(shí)現(xiàn)增長(zhǎng)式發(fā)展。
 

 

  用好穩(wěn)的政策,激發(fā)增的動(dòng)力。自2004年以來(lái),連續(xù)19年關(guān)于“三農(nóng)”改革發(fā)展的中央一號(hào)文件,在不同時(shí)期、從不同層面、各有重點(diǎn)的對(duì)農(nóng)村改革、農(nóng)業(yè)發(fā)展、農(nóng)民增收提出指導(dǎo)意見(jiàn)、作出具體部署。在宏觀政策連續(xù)性、有效性的牽引下,國(guó)家有關(guān)部門和各地方圍繞加快農(nóng)機(jī)裝備產(chǎn)業(yè)和農(nóng)業(yè)機(jī)械化發(fā)展,在財(cái)政補(bǔ)貼、裝備創(chuàng)新、稅費(fèi)減免、設(shè)施用地、信貸擔(dān)保、融資租賃、跨區(qū)作業(yè)、農(nóng)機(jī)保險(xiǎn)、人才培養(yǎng)及新型農(nóng)業(yè)經(jīng)營(yíng)主體發(fā)展等方面,推出了一系列具有針對(duì)性、穩(wěn)健性的微觀政策和支持舉措,推動(dòng)我國(guó)農(nóng)業(yè)生產(chǎn)從主要依靠人力畜力轉(zhuǎn)向主要依靠機(jī)械動(dòng)力新的階段,農(nóng)業(yè)機(jī)械化正成為實(shí)現(xiàn)農(nóng)業(yè)農(nóng)村現(xiàn)代化的關(guān)鍵抓手和基礎(chǔ)支撐。今年是推進(jìn)和實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)發(fā)展十四個(gè)五年規(guī)劃和目標(biāo)的重要一年,面對(duì)我國(guó)經(jīng)濟(jì)發(fā)展需求收縮、供給沖擊、預(yù)期轉(zhuǎn)弱三重壓力,各項(xiàng)確保穩(wěn)增長(zhǎng)的政策將會(huì)在黨中央的堅(jiān)強(qiáng)領(lǐng)導(dǎo)下相繼有效推出。正如今年政府工作報(bào)告強(qiáng)調(diào)“宏觀政策要穩(wěn)健有效,微觀政策要持續(xù)激發(fā)市場(chǎng)主體活力,結(jié)構(gòu)政策要著力暢通國(guó)民經(jīng)濟(jì)循環(huán),科技政策要扎實(shí)落地,改革開(kāi)放政策要激活發(fā)展動(dòng)力,區(qū)域政策要增強(qiáng)發(fā)展的平衡性協(xié)調(diào)性,社會(huì)政策要兜住兜牢民生底線。”這些重大政策和要求,都將會(huì)形成推動(dòng)我國(guó)經(jīng)濟(jì)穩(wěn)增長(zhǎng)的發(fā)展合力。對(duì)于農(nóng)機(jī)企業(yè)來(lái)說(shuō),實(shí)現(xiàn)企業(yè)發(fā)展的量與質(zhì)的突破,必須在頂層設(shè)計(jì)和戰(zhàn)略部署上加強(qiáng)國(guó)內(nèi)農(nóng)機(jī)行業(yè)相關(guān)利好政策的研究,結(jié)合自身戰(zhàn)略目標(biāo)、發(fā)展實(shí)力、資源稟賦和競(jìng)爭(zhēng)能力,充分把握好利用好一系列政策所釋放出的發(fā)展紅利和市場(chǎng)機(jī)遇,主動(dòng)將企業(yè)經(jīng)營(yíng)管理的比較優(yōu)勢(shì)與國(guó)家行業(yè)各項(xiàng)政策對(duì)接,積極充分的讓政策紅利釋放到企業(yè)改革發(fā)展、轉(zhuǎn)型升級(jí)的各項(xiàng)目標(biāo)任務(wù)中,為企業(yè)實(shí)現(xiàn)穩(wěn)增長(zhǎng)的發(fā)展目標(biāo)注入強(qiáng)大動(dòng)力。
 
  深耕穩(wěn)的市場(chǎng),拓寬增的空間。農(nóng)業(yè)是我國(guó)立國(guó)之本,對(duì)我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展起到“壓艙石”作用。農(nóng)業(yè)機(jī)械化作為現(xiàn)代農(nóng)業(yè)發(fā)展的重要物質(zhì)基礎(chǔ),是我國(guó)農(nóng)業(yè)現(xiàn)代化的重要標(biāo)志。近年來(lái),在我國(guó)一系列強(qiáng)農(nóng)惠農(nóng)富農(nóng)政策的指引和推動(dòng)下,尤其是在農(nóng)機(jī)購(gòu)置補(bǔ)貼政策這一重要扶持措施強(qiáng)有力的拉動(dòng)作用下,我國(guó)農(nóng)機(jī)行業(yè)總體呈現(xiàn)出市場(chǎng)規(guī)模平穩(wěn)發(fā)展、農(nóng)業(yè)機(jī)械化水平穩(wěn)定提升、農(nóng)業(yè)機(jī)械總動(dòng)力持續(xù)增長(zhǎng)、農(nóng)機(jī)保有量穩(wěn)定增長(zhǎng)的良好發(fā)展趨勢(shì),三大主糧基本實(shí)現(xiàn)機(jī)械化,農(nóng)業(yè)機(jī)械化正在從耕種收環(huán)節(jié)向植保、秸稈處理、烘干等全程延伸拓展,奠定出我國(guó)農(nóng)業(yè)機(jī)械市場(chǎng)穩(wěn)定發(fā)展、持續(xù)向好的堅(jiān)實(shí)基礎(chǔ),提供了農(nóng)機(jī)行業(yè)由有到全、由好到強(qiáng)的良好發(fā)展條件,創(chuàng)造出農(nóng)機(jī)企業(yè)競(jìng)相競(jìng)爭(zhēng)、尋求突破的發(fā)展空間。同時(shí)我們也要清醒的看到,由于我國(guó)農(nóng)業(yè)區(qū)域性差異較大,不同區(qū)域不同農(nóng)作物不同的耕作制度和生產(chǎn)習(xí)慣,形成了“東耕西牧、南稻北麥”的鮮明種植特點(diǎn),使得我國(guó)農(nóng)機(jī)行業(yè)的發(fā)展帶有明顯的周期性、區(qū)域性和季節(jié)性特征,導(dǎo)致農(nóng)機(jī)行業(yè)發(fā)展過(guò)程中依賴補(bǔ)貼、產(chǎn)能過(guò)剩、產(chǎn)品同質(zhì)化、結(jié)構(gòu)不均衡、區(qū)域發(fā)展水平差異大等問(wèn)題日益顯現(xiàn)。如主要糧食作物機(jī)械化程度較高,經(jīng)濟(jì)作物機(jī)械化程度較低;以拖拉機(jī)為代表的動(dòng)力機(jī)械較多,與農(nóng)藝相適應(yīng)的配套作業(yè)機(jī)具則相對(duì)較少;中小馬力的農(nóng)業(yè)機(jī)械較多,大型復(fù)合型機(jī)械較少;再比如以小麥為主要農(nóng)作物的華北平原、東北平原地區(qū)的農(nóng)機(jī)化程度要高于西南、西北地區(qū),以玉米為主要農(nóng)作物的黃淮平原、華北平原、東北平原的農(nóng)機(jī)化程度要高于青藏高原、云貴高原等西南地區(qū);等等這些區(qū)域性的差異、農(nóng)業(yè)機(jī)械化發(fā)展的不均衡,恰恰是農(nóng)機(jī)企業(yè)“調(diào)結(jié)構(gòu)、轉(zhuǎn)方式、拓市場(chǎng)、練能力、保增長(zhǎng)”的發(fā)展新機(jī)遇、開(kāi)拓市場(chǎng)的新空間。農(nóng)機(jī)企業(yè)要轉(zhuǎn)變單純依靠農(nóng)機(jī)購(gòu)置補(bǔ)貼政策尋求持續(xù)發(fā)展的路徑依賴,突破固有發(fā)展思維、經(jīng)營(yíng)模式、管理方式和市場(chǎng)營(yíng)銷手段,在產(chǎn)品技術(shù)、質(zhì)量性能、農(nóng)機(jī)農(nóng)藝、關(guān)鍵零部件、智能農(nóng)機(jī)等方面下足功夫、集合力量,做精做強(qiáng)優(yōu)勢(shì)市場(chǎng),補(bǔ)弱增強(qiáng)劣勢(shì)市場(chǎng),突破發(fā)展空白市場(chǎng),在市場(chǎng)的競(jìng)爭(zhēng)和淬煉中,創(chuàng)新創(chuàng)造出支撐和保證企業(yè)可持續(xù)發(fā)展的市場(chǎng)空間。
 
  統(tǒng)籌穩(wěn)的要素,練就增的能力。當(dāng)前,在惠農(nóng)政策拉動(dòng)、用戶需求帶動(dòng)、技術(shù)創(chuàng)新推動(dòng)、市場(chǎng)競(jìng)爭(zhēng)驅(qū)動(dòng)及企業(yè)內(nèi)生發(fā)展動(dòng)力等多種力量作用下,我國(guó)農(nóng)業(yè)生產(chǎn)各領(lǐng)域?qū)r(nóng)業(yè)機(jī)械化的需求結(jié)構(gòu)發(fā)生著深刻變化,廣大農(nóng)民群眾和各類農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)服務(wù)組織對(duì)農(nóng)業(yè)機(jī)械產(chǎn)品的需求越來(lái)越廣泛且迫切,現(xiàn)有農(nóng)業(yè)機(jī)械在區(qū)域、產(chǎn)業(yè)、品種、功能等方面發(fā)展不平衡不充分的矛盾更為凸顯,除主要糧食作物生產(chǎn)機(jī)械化水平較高外,棉油糖果菜茶等經(jīng)濟(jì)作物生產(chǎn)關(guān)鍵環(huán)節(jié)以及畜牧業(yè)、漁業(yè)、農(nóng)產(chǎn)品初加工、設(shè)施農(nóng)業(yè)等領(lǐng)域機(jī)械化水平較低,甚至部分領(lǐng)域或環(huán)節(jié)“無(wú)機(jī)可用”“無(wú)好機(jī)用”問(wèn)題依然存在。農(nóng)機(jī)企業(yè)要想在國(guó)內(nèi)農(nóng)業(yè)機(jī)械領(lǐng)域始終保護(hù)穩(wěn)增長(zhǎng)的發(fā)展目標(biāo),就需要統(tǒng)籌好企業(yè)基業(yè)長(zhǎng)青的關(guān)鍵要素。要打好技術(shù)“先手牌”。要按照習(xí)近平總書記關(guān)于“在關(guān)鍵領(lǐng)域、卡脖子的地方下大功夫,集合精銳力量,作出戰(zhàn)略性安排,盡早取得突破”的重要講話精神要求,擺脫傳統(tǒng)“模仿、吸收、消化、再創(chuàng)新”的技術(shù)研發(fā)路徑,在產(chǎn)品技術(shù)創(chuàng)新、科技創(chuàng)新、原始創(chuàng)新方面下功夫,對(duì)于現(xiàn)有農(nóng)機(jī)產(chǎn)品要加強(qiáng)大功率、復(fù)合型、智能化優(yōu)化提升,對(duì)于新研發(fā)或新進(jìn)入農(nóng)機(jī)市場(chǎng)的產(chǎn)品要?jiǎng)?chuàng)新技術(shù)路線和制造工藝,加快新技術(shù)平臺(tái)搭建、新產(chǎn)品研發(fā)、新工藝應(yīng)用、新材料使用,加大傳感導(dǎo)航、數(shù)字監(jiān)測(cè)、智能控制、遠(yuǎn)程監(jiān)控、液電一體、無(wú)人駕駛等先進(jìn)科學(xué)技術(shù)的集成應(yīng)用,以農(nóng)業(yè)機(jī)械裝備的數(shù)字化、信息化、自動(dòng)化和智能化奠定企業(yè)保增長(zhǎng)的發(fā)展基礎(chǔ)。要做好市場(chǎng)“大文章”。再好的產(chǎn)品,必須適銷對(duì)路、需求充分。當(dāng)前,我國(guó)正在積極構(gòu)建以國(guó)內(nèi)大循環(huán)為主體的新發(fā)展格局,其目的就是充分發(fā)揮國(guó)內(nèi)超大規(guī)模市場(chǎng)優(yōu)勢(shì),通過(guò)繁榮國(guó)內(nèi)經(jīng)濟(jì)、暢通國(guó)內(nèi)大循環(huán),為我國(guó)經(jīng)濟(jì)發(fā)展增添動(dòng)力。對(duì)于國(guó)內(nèi)農(nóng)機(jī)企業(yè)來(lái)說(shuō),面對(duì)新發(fā)展階段國(guó)內(nèi)市場(chǎng)潛在的巨大需求機(jī)遇,要加大國(guó)內(nèi)農(nóng)機(jī)市場(chǎng)調(diào)研力度,精準(zhǔn)定位產(chǎn)品功能價(jià)值,差異化布局目標(biāo)市場(chǎng),創(chuàng)新?tīng)I(yíng)銷商務(wù)政策,鞏固提升原有產(chǎn)品市場(chǎng)銷量和市場(chǎng)占有率,積極推出新產(chǎn)品、開(kāi)拓新市場(chǎng)、布局新業(yè)務(wù)、提供新服務(wù)、創(chuàng)造新業(yè)態(tài),、新業(yè)態(tài)布局、新模式構(gòu)建,為滿足潛在或空白市場(chǎng)需求創(chuàng)造良好條件,為企業(yè)做大做強(qiáng)農(nóng)機(jī)裝備產(chǎn)業(yè)提供強(qiáng)有力的市場(chǎng)支撐。要積極服務(wù)“大客戶”。如果說(shuō)市場(chǎng)是鏈接企業(yè)和用戶的橋梁和紐帶,那么用戶則是讓這一橋梁和紐帶鞏固有效的關(guān)鍵。今年的中央一號(hào)文件明確提出“支持家庭農(nóng)場(chǎng)、農(nóng)民合作社、農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)多種糧、種好糧。” 、“加快發(fā)展農(nóng)業(yè)社會(huì)化服務(wù),支持農(nóng)業(yè)服務(wù)公司、農(nóng)民合作社、農(nóng)村集體經(jīng)濟(jì)組織、基層供銷合作社等各類主體大力發(fā)展單環(huán)節(jié)、多環(huán)節(jié)、全程生產(chǎn)托管服務(wù)”,這些發(fā)展新要求將有利于促進(jìn)土地流轉(zhuǎn)和規(guī)模經(jīng)營(yíng),推動(dòng)農(nóng)業(yè)生產(chǎn)向著集約化和組織化發(fā)展,無(wú)形中會(huì)催生和培育出國(guó)內(nèi)新的購(gòu)機(jī)需求群體和購(gòu)機(jī)大戶。據(jù)不完全統(tǒng)計(jì),“十三五”期間新增農(nóng)機(jī)合作社1.9萬(wàn)個(gè),農(nóng)機(jī)服務(wù)組織達(dá)到19.5萬(wàn)個(gè)。在三農(nóng)工作進(jìn)入全面推進(jìn)鄉(xiāng)村振興、加快農(nóng)業(yè)農(nóng)村現(xiàn)代化的新階段,可以預(yù)期“十四五”及今后一個(gè)時(shí)期,新型農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)主體、農(nóng)機(jī)合作社、社會(huì)化農(nóng)機(jī)服務(wù)主體等組織會(huì)得到進(jìn)一步快速發(fā)展,成為拉動(dòng)國(guó)內(nèi)農(nóng)機(jī)市場(chǎng)保持持續(xù)需求能力的突出亮點(diǎn),成為農(nóng)機(jī)企業(yè)實(shí)現(xiàn)銷量增長(zhǎng)的“大客戶”。
